This is just incredible:
Secretary of State Condoleezza Rice urged the Democratic-controlled Congress not to interfere in the conduct of the Iraq war and suggested President Bush would defy troop withdrawal legislation.
Here we have the U.S. Secretary of State claiming absolute, dictatorial powers for the President in military matters.
If Bush does defy binding troop withdrawal legislation, Senator Levin believes that we will "have a constitutional battle on our hands." Levin is wrong to phrase this conditionally. We are already in the midst of a constitutional battle--it's just that Congress isn't fighting back.
